LTO licence and LTFRB franchise
The Diesel n' Steel LTO track in order: exam, licence, inspection, registration and the LTFRB franchise, with every fee and threshold in one place.
The order is: pass the 31-question exam at 80%, register and inspect the jeepney at 95% health for engine, brakes, tires and lights, pay PHP 2,000, then buy the LTFRB franchise for PHP 5,000.
The LTO track in Diesel n' Steel has four steps and they must be done in order. First the licence exam, then the vehicle inspection, then registration, then the LTFRB franchise. Each one is cheap relative to the fines you pay for skipping it, and each one unlocks the next.
The officer you need for the licence and the inspection is the LTO Officer in Guiguinto. The franchise comes from the LTFRB Enforcer, also in Guiguinto. The people who fine you are the LTO Enforcers at checkpoints.
The chain, in order
| Step | Where | Requirement | Cost |
|---|---|---|---|
| Licence exam | LTO Officer, Guiguinto | 80 percent on 31 questions | Free to attempt |
| Vehicle inspection and registration | LTO Officer, Guiguinto | 95 percent health on engine, brakes, tires and complete lights | PHP 2,000 |
| LTFRB franchise | LTFRB Enforcer, Guiguinto | A valid licence from the exam step | PHP 5,000 |
| Route change or CPC amendment | LTFRB Enforcer, Guiguinto | An existing franchise | PHP 500 |

Why the order matters
The franchise cannot be bought without the licence. The licence requires you to pass the exam. The inspection requires the jeepney to be in the kind of condition that a free jeepney full of free parts usually is not.
That is the practical bottleneck: the 95 percent health threshold. Engine, brakes, tires and complete lights all have to clear it, which usually means spending on parts before you can register. The part prices are on parts, prices and upgrades.
What the enforcers check
The checkpoint at Triple Junction in Matungao runs from 7am to 6pm. Passing through without clean paperwork gets you a ticket, and the prices are not small: PHP 1,000 for driving without a valid professional licence, PHP 750 for an unregistered vehicle, PHP 500 for running colorum without a franchise.
The full price list is on LTO violations and fine prices. The short version is that the entire paperwork chain costs PHP 7,000 and one bad checkpoint can cost PHP 2,000 at the HPG rates.
The four compliance items the game lists

|---|---|
| Valid professional driver's licence | The LTO exam |
| Vehicle registration | The LTO inspection |
| LTFRB franchise | The LTFRB Enforcer |
| Authorised passenger capacity and roadworthy condition | Sabit settings and part health |
